Bhīṣma said: All Brāhmaṇas who have completed their studies and the vows of Vedic discipline, and who are devoted to good conduct (sadācāra), should be recognized as purifying in every respect. I describe them so that you may judge who is fit to be honored in the śrāddha rites.

Bhishma teaches that true ritual worthiness is grounded not only in Vedic learning and completed vows, but decisively in sadācāra—steady ethical conduct; such Brahmins are to be regarded as universally purifying.
In Anuśāsana Parva, Bhishma instructs Yudhiṣṭhira on dharma and rites; here he outlines criteria for recognizing Brahmins fit to be honored in śrāddha, emphasizing learning plus exemplary conduct.
