Bhishma said: By rising up with firm resolve, by undertaking action in harmony with what is ordained, and by performing deeds according to proper rule and sacred injunction, a person attains the path that leads to heaven. This teaching declares that destiny is no substitute for effort: ethical, disciplined action is the means by which higher worlds and higher ends are reached.

Heaven (and moral uplift) is reached through disciplined, rule-guided righteous action—undertaken with personal effort—even while acknowledging the role of daiva (what is ordained).
In the Anushasana Parva, Bhishma continues instructing on dharma; here he states a general principle that proper, scripturally guided action combined with determined effort is the means to attain the heavenly path.
