Bhishma said: Even after obtaining a vast flood of wealth—along with pleasures and even women—a man in this world who is devoid of effort is not able to enjoy them; for without action he cannot truly be an enjoyer. But the great-souled man who is ever disciplined and constantly engaged in endeavor can obtain even wealth that has been carefully hidden and is being guarded by the gods.

Enjoyment and attainment are not secured merely by possessing wealth; without personal effort (udyoga/karma) one cannot truly benefit from resources. Steady, disciplined endeavor enables a person to gain even difficult or divinely-guarded wealth.
In Bhishma’s instruction on dharma and right conduct, he emphasizes the primacy of human initiative: laziness renders even great acquisitions fruitless, while constant effort empowers a noble person to achieve what seems protected or unreachable.
