Mahabharata — Anushasana Parva, Shloka 15

एवं सति न दोषो<स्ति भूतानां धर्मसेवने । तिर्यग्योनावषि सतां लोक एव मतो गुरु:

So, in such a condition, there is no fault for any being in serving dharma according to its own distinct path. Even for those born in the tiryag womb—the animal and bird kinds—this very world is held to be the guru, the guide to what should and should not be done.
