bhaktyā paramayā nityaṃ sarvadevairabhiṣṭutā gaṇendrāmbhojagarbhendrayamavitteśapūrvakaiḥ
Ever established in supreme devotion, she was continually praised by all the gods—led by Gaṇeśa, Brahmā, Indra, Yama, and Kubera—who extolled her as the auspicious power that upholds the Lord’s work.
Suta Goswami (narrating to the sages of Naimisharanya)
It frames Linga-puja as grounded in paramā-bhakti: even the Devas honor the supreme devotional power that makes worship efficacious and spiritually transformative.
By showing the Devas praising the supreme devotional principle aligned with Shiva’s work, it implies Shiva-tattva as Pati (the Lord) whose grace is accessed through unwavering, highest devotion.
Deva-stuti (hymnic praise) rooted in paramā-bhakti—an inner discipline that supports Pashupata-oriented worship by purifying the pashu (soul) and loosening pasha (bondage).
