Adhyaya 49: जम्बूद्वीप-मेर्वादि-वर्षपर्वत-वन-सरः-रुद्रक्षेत्र-वर्णनम्
पूर्वेण मन्दरस्यैते सिद्धावासा उदाहृताः तेषु तेषु गिरीन्द्रेषु गुहासु च वनेषु च
pūrveṇa mandarasyaite siddhāvāsā udāhṛtāḥ teṣu teṣu girīndreṣu guhāsu ca vaneṣu ca
To the east of Mount Mandara, these abodes of the Siddhas are proclaimed—set upon lordly mountains, and likewise within caves and forest sanctuaries.

By implying Siddhas gather in secluded tīrthas for realization, it points to Śiva as Pati—the liberating Lord—known through disciplined withdrawal and contemplation that loosens pāśa from the paśu.
Forest-and-cave austerity aligned with Pāśupata-oriented sādhanā—solitude, tapas, japa, and steady contemplation of Śiva as the supreme refuge.
