आप्तपुरुषाधिष्ठितौ दुर्गप्रत्यन्तस्थौ वा कोशदण्डावेकस्थौ कारयेत्कुल्यकुमारमुख्यांश्चान्यापदेशेन ॥ कZ_०५.६.०७ ॥
āptapuruṣādhiṣṭhitau durgapratyantasthau vā kośadaṇḍāv ekasthau kārayet; kulyakumāramukhyāṃś ca anyāpadeśena
He should arrange that the treasury and the coercive apparatus (forces/punishment) operate together under trusted supervision, stationed in a fort or frontier post; and he should similarly manage the leading figures (notably the kulyakumāras and other chiefs) under some pretext.
Money and force are mutually enabling; unified, loyal supervision reduces coup risk, corruption, and operational paralysis.
Use of cover stories/legal pretexts to move, watch, or neutralize powerful actors without triggering resistance.
