संपन्नाभावेऽव्यसनिनं कुमारं राजकन्यां गर्भिणीं देवीं वा पुरस् कृत्य महामात्रान् संनिपात्य ब्रूयात् अयं वो निक्षेपः पितरमस्यावेक्षध्वं सत्त्वाभिजनमात्मनश्च ध्वजमात्रोऽयं भवन्त एव स्वामिनः कथं वा क्रियतामिति ॥ कZ_०५.६.३४ ॥
saṃpannābhāve'vyasaninaṃ kumāraṃ rājakanyāṃ garbhiṇīṃ devīṃ vā puras kṛtya mahāmātrān saṃnipātya brūyāt ayaṃ vo nikṣepaḥ pitaram asyāvekṣadhvaṃ sattvābhijanam ātmanaś ca dhvajamātro'yaṃ bhavanta eva svāminaḥ kathaṃ vā kriyatām iti
When there is no fully capable (ruler) available, he should place in front an heir-prince free from vices—or a royal daughter, or a pregnant queen—and convene the high officers, saying: “This is your trust-deposit; look to his father’s (interest/precedent) and to your own character and lineage. He is only a banner-sign; you yourselves are the masters—decide how it is to be done.”
To signal that the symbolic sovereign provides legitimacy while operational control is exercised by the assembled senior officers, ensuring continuity without a power vacuum.
It frames the successor as an entrusted deposit, morally and politically binding officials to protect dynastic continuity rather than exploit the transition.
