तत्कुलीनमपरुद्धं वा भूंयेकदेशेनोपग्राहयेत् ॥ कZ_०५.६.१३ ॥
tatkulīnam aparuddhaṃ vā bhūṃy ekadeśena upagrāhayet
He should win over a noble of that lineage—or one who is confined/detained—by granting a portion of land.
Lineage carries legitimacy; attaching a legitimate claimant can split opposition support and stabilize rule through recognized authority.
They buy loyalty at controlled cost while keeping the recipient dependent and politically invested in the state’s survival.
