प्रतिपन्नं राजा रहसि पूजयेत्प्राप्तयौवराज्यकालं त्वां महामात्रभयान्नाभिषिञ्चामि इति ॥ कZ_०५.१.१६ ॥
pratipannaṃ rājā rahasi pūjayet prāptayauvarājyakālaṃ tvāṃ mahāmātrabhayān nābhiṣiñcāmi iti.
The king should privately honor (and win over) the claimant, saying: “Although the time for your appointment as heir-apparent has arrived, I have not consecrated you out of fear of the high ministers.”
To recruit the claimant/heir as a controlled instrument against powerful ministers by framing them as the obstacle, thereby redirecting the claimant’s resentment away from the king.
Bheda (creating division among elites) combined with upāya (strategic pretext) to isolate an internal threat without open confrontation.
