अन्तपालवैदेहकयोरन्तपालश्चोरप्रसर्गदेयात्यादानाभ्यां वणिक्पथं पीडयति वैदेहकास्तु पण्यप्रतिपण्यानुग्रहैः प्रसाधयन्ति इत्याचार्याः ॥ कZ_०८.४.३४ ॥
antapālavaidehakayor antapālaś coraprasargadeyātyādānābhyāṃ vaṇikpathaṃ pīḍayati vaidehakāstu paṇyapratipaṇyānugrahaiḥ prasādhayanti ityācāryāḥ
Between frontier-guards and Vaidehakas: the frontier-guard oppresses the merchants’ route by letting thieves loose and by extracting illegal exactions; Vaidehakas, however, manage matters through favours in goods and counter-goods (quid pro quo), say the teachers.
They monetize insecurity: tolerating or unleashing theft and then extracting payments from traders.
