दण्डपारुष्याच्च तमेव दोषमन्येभ्यः प्राप्नोति ॥ कZ_०८.३.३६ ॥
daṇḍapāruṣyācca tameva doṣam anyebhyaḥ prāpnoti
And because of violent punishment/harshness in coercion, he incurs the same culpability that he would assign to others (i.e., the ruler becomes guilty of the very offense he punishes).
A ruler who uses excessive cruelty in punishment undermines justice and becomes morally/legally tainted—effectively sharing the offender’s fault.
Danda must be proportionate and rule-bound; when danda becomes pāruṣya (cruelty), it turns from governance into wrongdoing.
