ये ह्यस्य गुह्यसधर्माणस्तानमात्यान् कुर्वीत समानशीलव्यसनत्वात् कZ_०१.८.०५ ॥
ye hy asya guhyasadharmāṇas tān amātyān kurvīta samānaśīlavyasanatvāt
He should appoint as ministers those who share his secrets and his ways, since they have the same character and the same vulnerabilities (vices/attachments).
Shared vulnerabilities can create mutual dependence and predictability, strengthening cohesion and reducing the likelihood of betrayal—though it also carries moral and governance risks.
