अमात्याः सर्व एवैते कार्याः स्युर्न तु मन्त्रिणः ॥ कZ_०१.८.२९च्द् ॥

Transliteration

amātyāḥ sarva evaite kāryāḥ syur na tu mantriṇaḥ

Translation

All these may serve as amātyas (executive officials), but not as mantrins (inner councillors).
