वृत्तोपनयनस्त्रयीमान्वीक्षिकीं च शिष्टेभ्यो वार्त्तामध्यक्षेभ्यो दण्डनीतिं वक्तृप्रयोक्तृभ्यः ॥ कZ_०१.५.०८ ॥
vṛtta-upanayanaḥ trayīm ānvīkṣikīṃ ca śiṣṭebhyo vārttām adhyakṣebhyo daṇḍanītiṃ vaktṛ-prayoktṛbhyaḥ
After the customary initiation (upanayana), he should learn the Vedic triad and inquiry/critical reasoning from cultivated authorities; practical economy (vārttā) from departmental superintendents; and the science of punishment/governance (daṇḍanīti) from skilled instructors and practitioners.
A mixed model: normative/theoretical instruction from scholars, applied economic training from departmental administrators, and governance enforcement from experienced operators.
Economic policy is treated as operational knowledge best learned from those running state departments—an early apprenticeship model.
