नात्मप्रियं हितं राज्ञः प्रजानां तु प्रियं हितम् ॥ कZ_०१.१९.३४च्द् ॥
nātmapriyaṃ hitaṃ rājñaḥ prajānāṃ tu priyaṃ hitam
What is personally pleasing to the king is not (necessarily) beneficial; what is pleasing to the people is beneficial (for the king and the state).
A ‘public-interest’ test: reject policies rooted in the ruler’s personal pleasure; prefer what sustains popular welfare and consent.
