शिष्यमाणो धर्मार्थाव् उपलभते चानुतिष्ठति च बुद्धिमान् ॥ कZ_०१.१७.४५ ॥
śiṣyamāṇo dharmārthāv upalabhate cānutiṣṭhati ca buddhimān
When being trained/disciplinarily instructed, the intelligent person both understands dharma and artha and also practices them.
Trainability plus execution: the capacity to internalize normative order (dharma) and state-interest (artha) and to implement them in conduct and policy.
It links education to compliance and performance—preventing purely theoretical knowledge and ensuring administrative action aligned with state objectives.
