Sutra 19

अर्धगुणहीनः शासनहरः ॥ कZ_०१.१६.०४ ॥

ardhaguṇahīnaḥ śāsanaharaḥ

An envoy who carries the king’s instruction may be deficient in up to half the ideal qualifications (yet still be employed for message-carrying).
