Sutra 7

मन्त्रभेदो हि दूतामात्यस्वामिनामिङ्गिताकाराभ्याम् ॥ कZ_०१.१५.०७ ॥

mantrabhedo hi dūtāmātyasvāminām iṅgitākārābhyām

For the leakage of counsel occurs through the gestures and outward expressions of envoys, ministers, and the ruler.
