तान् राजा स्वविषये मन्त्रिपुरोहितसेनापतियुवराजदौवारिकान्तर्वंशिकप्रशास्तृसमाहर्तृसम्निधातृप्रदेष्टृनायकपौरव्यावहारिककार्मान्तिकमन्त्रिपरिषदध्यक्षदण्डदुर्गान्तपालाटविकेषु श्रद्धेयदेशवेषशिल्पभाषाभिजनापदेशान्भक्तितः सामर्थ्ययोगाच्चापसर्पयेत् ॥ कZ_०१.१२.०६ ॥

In his own realm, the king should stealthily place such agents—credible in their claimed region, dress, craft, language, and lineage—among the minister, chaplain, commander, crown prince, gatekeeper, inner-palace officials, provincial governors/administrators, revenue collectors, treasurers, superintendents, leaders, city officials, judicial officers, artisans’ establishments, the head of the council, police/penal authorities, fort and frontier wardens, and forest chiefs—using loyalty and suitability of capability as the basis for assignment.
Continuous verification of loyalty and performance through independent channels; no office is exempt from scrutiny, including the heir-apparent and military command.
Because successful infiltration depends on culturally consistent cover—accent, dress, occupational knowledge, and social claims must align to avoid detection.
