The Collector-General should deploy in the countryside covert operatives disguised as: accomplished ascetics, wandering renunciants, itinerant traders/wagon-men, bards/minstrels, conjurers, secret agents in assumed roles, soothsayers, omen-readers, astrologers, physicians; as well as persons posing as mad, mute, deaf, dull-witted, or blind; and also as Vaidehakas, artisans, craftsmen, actors/performers, prostitutes, liquor-sellers, cake-sellers, cooked-meat sellers, water/refreshment vendors, and sellers of condiments/side-dishes.
To maximize access across social spaces (temples, markets, festivals, clinics, taverns, entertainment venues) and reduce detection by distributing surveillance through ordinary-looking roles.
These roles naturally circulate information, observe transactions, and interact with diverse populations—ideal for detecting fraud, extortion, and criminal coordination without triggering suspicion.
