अनेकमुख्यं हि परस्परभयात्परोपजापं नोपैति ॥ कZ_०२.४.३० ॥

anekamukhyaṃ hi parasparabhayāt paropajāpaṃ nopaiti

A body with many leaders does not fall into another’s instigation, because its members fear one another.
