dvātriṃśad-aṅgulaṃ mukham uttamāśvasya pañca-mukhāni āyāmo viṃśaty-aṅgulā jaṅghā catur-jaṅgha utsedhaḥ
For a first-rate horse: the face (head-length) is 32 aṅgulas; the body-length is five ‘faces’; the shank (lower leg) is 20 aṅgulas; and the height is four shanks.
They operationalize procurement audits: inspectors can accept/reject horses objectively and reduce collusion, bribery, and inflated valuation.
