Sutra 14

बाधतीर्थाश्चैताः कार्या राजद्विष्टकारिणां तरणभयात् ॥ कZ_०२.२८.१४ ॥

bādhatīrthāścaitāḥ kāryā rājadviṣṭakāriṇāṃ taraṇabhayāt

Obstructed/controlled fords should be established to deter those who act against the king, by making illicit crossing fearful/difficult.
