उभयं च प्रजानामनुग्रहेण विक्रापयेत् ॥ कZ_०२.१६.०५ ॥

ubhayaṃ ca prajānām anugraheṇa vikrāpayet

And he should cause both (domestic and foreign goods) to be sold with consideration for the welfare of the people.
