अनपसारः कण्टकशोधनाय नीयेत ॥ कZ_०२.१४.१३ ॥
anapasāraḥ kaṇṭakaśodhanāya nīyeta
One who does not make restitution (i.e., does not return what was taken or set right the loss) shall be taken up for kaṇṭakaśodhana—formal action for the suppression of market-offenders.
It treats economic wrongdoing as a public-order issue: the state formally processes and disciplines offenders to keep markets trustworthy.
