A “sentence” (vākya) is a collection of words that completes the intended meaning.
An order is administratively valid only when it is complete enough to implement and audit—who must act, what must be done, and the scope/conditions implied by the wording.
It limits discretionary reinterpretation by subordinates and reduces disputes in enforcement and accountability reviews.
