शासनप्रधाना हि राजानः तन्मूलत्वात्संधिविग्रहयोः ॥ कZ_०२.१०.०२ ॥
śāsanapradhānā hi rājānaḥ tanmūlatvāt saṃdhivigrahayoḥ
Kings are primarily defined by governance through command (śāsana), because treaty-making and war-making rest on that authority as their root.
That the king’s defining function is issuing binding commands; diplomacy (treaties) and conflict (war) derive from this executive authority.
It frames saṃdhi and vigraha as outcomes of sovereign command—i.e., foreign policy is an extension of internal authority and administrative capacity.
