धर्ममूलत्वात्कामफलत्वाच्चार्थस्य धर्मार्थकामानुबन्धा यार्थस्य सिद्धिः सा सर्वार्थसिद्धिः । इति सिद्धयह् ॥ कZ_०९.७.८१ ॥
dharmamūlatvāt kāmaphalatvāc cārthasya dharmārthakāmānubandhā yārthasya siddhiḥ sā sarvārthasiddhiḥ | iti siddhayaḥ
Because artha (the state’s material power/wealth) is rooted in dharma and yields kāma as its fruit, that attainment of artha which remains connected with dharma and kāma is “success in all aims” (sarvārtha-siddhi). Thus are the “modes of success”.
Artha is not treated as standalone expediency; it is valid ‘complete success’ only when institutionally tethered to dharma (norms/justice) and produces socially acceptable welfare/fulfilment (kāma).
