Because benefit, harm, and uncertainty are continuously interconnected, it is better to secure advantage at the very start of a campaign—so as to counter a rear-attacker and an unreliable force, to prevent loss, excessive expenditure, and prolonged absence, to enable recovery/return, and to protect the state’s roots (core bases).
Early advantage reduces cascading risks: rear attacks, unreliable allies/forces, losses and overspending, prolonged absence, and threats to core state assets at home.
Protection of the state’s foundations—capital security, treasury/revenue base, supply lines, and political stability in the rear.
