अन्यथा हि राज्याभिमर्शं वारयेत् ॥ कZ_०९.७.३९ ॥
Transliteration
anyathā hi rājyābhimarśaṃ vārayet
Translation
Otherwise, one should prevent any interference/encroachment upon the state (i.e., actions that touch or endanger the realm’s stability).
