हीनशक्तिमुत्साह्य निवृत्तिरनर्थो निरनुबन्धः ॥ कZ_०९.७.१९ ॥
hīnaśaktim utsāhya nivṛttir anartho niranubandhaḥ
After inciting a weaker power to act, withdrawing (from support/engagement) is harmful—yet it entails no further chain of consequences.
It damages outcomes and reputation in that episode (anartha), yet the weaker party’s limited capacity reduces long-term strategic blowback (niranubandha) compared to provoking stronger actors.
