उदासीनस्य दण्डानुग्रहः फलेन अर्थो निरनुबन्धः ॥ कZ_०९.७.१६ ॥

Transliteration

udāsīnasya daṇḍānugrahaḥ phalena artho niranubandhaḥ

Translation

Using punishment or favor toward a neutral party yields a benefit only in the immediate result; it has no further sequel (artha without follow-on).
