परस्परापाश्रयाश्चैषां जातिसंघाश्छिद्रेषु प्रहरेयुः गूढाश्चाग्निरसशस्त्रेण ॥ कZ_०९.६.७२ ॥
parasparāpāśrayāś caiṣāṃ jātisaṃghāś chidreṣu prahareyuḥ gūḍhāś cāgnirasaśastreṇa
Their mutually interdependent tribal/corporate confederacies should strike at weak points; and covert agents should do so with fire, poison, and weapons.
Chidra (vulnerability) is the preferred point of intervention; by striking weak links through confederacies and covert agents, the state maximizes effect while minimizing open escalation.
