सुकरो हि मित्रेण संधिः नामित्रेणेति ॥ कZ_०९.६.१३ ॥
sukaro hi mitreṇa saṃdhiḥ nāmitreṇeti
An agreement (saṃdhi) is indeed easy with a friend; not so with an enemy.
Treaties are operationally reliable when concluded with a proven ally; concluding them with an enemy is inherently difficult and risk-prone.
