दूष्येभ्यः शत्रुभ्यश्च द्विविधा शुद्धा ॥ कZ_०९.६.०१ ॥
dūṣyebhyaḥ śatrubhyaś ca dvividhā śuddhā
“Śuddhi” (clearing/purification of the polity) is of two kinds: from internal corruptors/subversives and from external enemies.
Actors inside the polity who ‘taint’ it—corrupt officials, instigators, infiltrators, or factions undermining loyalty and order.
