शक्त्युदये यातव्यमनैकान्न्तिकत्वाद्व्यसनानामिति कौटिल्यः ॥ कZ_०९.१.४३ ॥
śaktyudaye yātavyam anaikāntikatvād vyasanānām iti kauṭilyaḥ
Kauṭilya says: “One should march when one’s own power is on the rise; for calamities are not decisive (they do not reliably produce a single, predictable outcome).”
He prioritizes internal readiness and power-growth over merely waiting for the enemy’s distress, since distress can be temporary, deceptive, or strategically irrelevant.
