evam utsāha-prabhāva-mantraśaktīnām uttarottarādhiko ’tisaṃdhatte
Thus, among initiative (utsāha), effective power (prabhāva), and strategic counsel (mantraśakti), each succeeding one is progressively superior for outmaneuvering the opponent.
Mantraśakti (strategy/counsel) outranks prabhāva (effective power), which outranks utsāha (initiative/energy).
Invest first in high-quality counsel, intelligence, and planning institutions; next in enforceable capacity; and finally in mobilizing zeal—so effort is guided and power is used efficiently.
