मन्त्रशक्तिसम्पन्नो हि वन्ध्यबुद्धिरप्रभावो भवति ॥ कZ_०९.१.११ ॥
mantraśaktisampanno hi vandhyabuddhir aprabhāvo bhavati
For one who possesses the power of counsel (mantraśakti) but lacks effective power becomes ‘barren in judgment’ and ineffectual.
That planning capacity must be paired with instruments of execution; otherwise decisions remain unproductive and governance becomes performative rather than effective.
Either: a ruler with good advisers but no enforcement capacity, or advisers with plans that cannot be operationalized due to weak coercive/administrative apparatus.
