It instructs practitioners to be careful about tithi combinations: if aṣṭamī is said to be occurring in relation to ekādaśī, one should specifically avoid observing on an aṣṭamī that is conjoined with saptamī.
The verse frames correct observance as beneficial for householders and practitioners seeking well-rounded aims of life—ethical duty (dharma), rightful prosperity (artha), and regulated enjoyment (kāma)—through proper timing and discipline.
It emphasizes conscientiousness in religious practice: sincere effort and precision (prayatna) are presented as part of dharma, rather than casual or careless observance.
