A ruler should deliberate with competent ministers and then implement the agreed, purposeful plan—especially when the aim is the protection and preservation of the polity. Sound counsel becomes dharmic action only when executed.
Bhishma addresses a king, affirming that the king’s consultation with his ministers has produced a meaningful strategy, and urges him to carry it out to safeguard the city from destruction.
