राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
स्त्रियश्चापुरुषा मार्ग सर्वालड्कारभूषिता: । निर्भया: प्रतिपद्यन्ते यदि रक्षति भूमिप:,यदि पृथ्वीका पालन करनेवाला राजा अपने राज्यकी रक्षा करता है तो समस्त आभूषणोंसे विभूषित हुई सुन्दरी स्त्रियाँ किसी पुरुषको साथ लिये बिना भी निर्भय होकर मार्गसे आती-जाती हैं
striyaś cāpuruṣā mārgaṁ sarvālaṅkārabhūṣitāḥ | nirbhayāḥ pratipadyante yadi rakṣati bhūmipaḥ ||
Vasumanā sprach: Wenn der König, der Hüter der Erde, sein Reich wahrhaft schützt, können Frauen, mit jedem Schmuck geziert, furchtlos die Straßen entlanggehen, selbst ohne männliche Begleitung. Der Vers stellt die öffentliche Sicherheit als sichtbares Maß dharmagerechter Herrschaft dar: Die dharma des Herrschers erweist sich an einer Gesellschaft, in der die Schutzbedürftigen frei gehen können und Sicherheit durch gerechte Bewahrung, nicht durch private Gewalt, erhalten bleibt.
