Dāna ethics, lawful wealth, and settling obligations
The verse highlights the efficacy of focused remembrance (dhyāna/smaraṇa) and the dharmic principle of seeking guidance through rightful authority: sincere invocation brings the invoked power near, and communication proceeds by proper hierarchy (Agni approaching Brahmā).
A great person meditates upon Agni (Vahni). In response, Agni appears and goes to Brahmā, whereupon he begins to speak—setting up the next instruction or message that will be delivered through Brahmā.
