The verse underscores that true sovereignty and sacred order can encompass many kinds of beings—gentle, artistic, secretive, and even fearsome—when presided over by rightful authority and divine presence. It suggests that power is most legitimate when aligned with cosmic hierarchy and reverence.
Yudhiṣṭhira is describing the grandeur of Kubera’s assembly hall, listing the various classes of supernatural beings present there, and noting that Śiva (Vṛṣadhvaja) is also present—emphasizing the extraordinary, divine character of that court.
