The verse highlights how warfare driven by unrighteous ambition does not remain local: it draws in many peoples and regions. The ethical undertone is a warning about the widening social cost of adharma and the heavy responsibility borne by rulers whose choices mobilize entire communities.
Sañjaya continues reporting to Dhṛtarāṣṭra by enumerating additional groups and kingdoms present in the war. This is part of a broader muster-list that situates the Kurukṣetra conflict as a pan-Indian (and beyond) gathering of forces.
