The verse foregrounds dharma in the midst of imminent violence: even at the threshold of battle, the righteous king (Dharmarāja) must speak and act from ethical duty, not from impulse. It signals that the coming decisions are to be evaluated through the lens of dharma and responsible kingship.
Sanjaya reports to Dhṛtarāṣṭra that Yudhiṣṭhira, after observing the Kaurava forces arranged in battle formation, turns to Arjuna and begins to speak—setting up the next exchange before the fighting proceeds.
