Bhishma said: He is Resolve itself and the One who establishes all order; He is the fixed ground and the true locus even at dissolution; He grants abiding stations to His devotees and is Himself unwavering. Possessed of supreme majesty, perfectly manifest as pure knowledge, He is complete contentment and all-pervading fullness; and by His auspicious glance alone He brings welfare.
भीष्म उवाच
The verse praises the Supreme as the source of inner resolve and the cosmic regulator who establishes dharma and order, grants stable spiritual abodes to devotees, and is intrinsically clear consciousness, blissful contentment, and all-pervading fullness—whose benevolent presence itself uplifts beings.
In Anushasana Parva, Bhishma instructs Yudhishthira on dharma and extols the Supreme through a sequence of divine epithets (in the style of the Vishnu Sahasranama), describing God’s roles in sustaining the world, guiding devotees, and bestowing auspiciousness.
