This verse does not address pralaya; it focuses on auspicious household rites and the proper honoring of the twice-born through arghya and gifts.
It prescribes gṛhastha (and by extension royal) ceremonial etiquette: during auspicious events one should welcome and honor dvijas systematically—offering arghya and giving appropriate gifts such as cloth and gold.
The ritual significance is the paired offering: arghya and honor to dvijas should be done ‘two by two,’ along with dakṣiṇā-like gifts (cloth, gold, etc.), reflecting formalized maṅgala-vidhi procedure.
