When counsel is fragmented and driven by uncertainty or self-interest, even powerful people fail to reach a decisive and ethically sound resolution. The verse highlights the need for clarity of purpose and unified, dharma-aligned judgment in moments of crisis.
The Kurus are discussing a matter of urgency and consequence. Although they deliberate intensely, each separately, they cannot settle on a definite response or decision, indicating confusion and lack of consensus within the assembly.
