राजा होवाखिलं लोकं॑ समुदीर्ण समुत्सुकम्‌ । प्रसादयति धर्मेण प्रसाद्य च विराजते,राजा ही मर्यादाका उल्लंघन करनेवाले तथा अनुचित भोगोंमें आसक्त हो उनकी प्राप्तिके लिये उत्कण्ठित रहनेवाले सारे जगत्‌के लोगोंको धर्मानुकूल शासनद्वारा प्रसन्न रखता है और स्वयं भी प्रसन्नतापूर्वक रहकर अपने तेजसे प्रकाशित होता है

rājā hovākhilaṃ lokaṃ samudīrṇaṃ samutsukam | prasādayati dharmeṇa prasādya ca virājate |

রাজাই ধর্মানুগ শাসনের দ্বারা, উদ্দীপিত ও উৎকণ্ঠিত সমগ্র লোককে প্রসন্ন করেন; আর তাদের সন্তুষ্ট করে তিনি নিজেও সন্তোষে অবস্থান করে রাজতেজে দীপ্ত হন।
